The procedure for approving improvement projects within the "Formation of a Comfortable Urban Environment" program has been updated in the Rostov region. This revised approach is intended to streamline administrative processes. Об этом сообщает "Коммерсантъ".
According to the regional head, joint funding from federal and regional budgets will enable municipalities to cover up to 98% of project costs. Work will become permissible for execution and payment in stages, provided a bank guarantee is in place.
The regional development corporation has set a primary condition for contractor-developers, which involves considering the specific characteristics of the southern climate. Given the hot summers and windy off-seasons, contractors must prioritize planting large shade-providing trees, implement effective zoning to offer wind protection, and expand green spaces rather than overusing paving slabs.
Specialists emphasize the importance of straightforward and practical solutions. However, numerous previously reviewed projects featured minimal greenery and extensive areas covered with paving.
"Министерство ЖКХ и центр компетенций готовы помочь: проверить документы, подсказать и исправить ошибки. Но от глав районов и городов жду личной вовлечённости: контроль нужен на каждом этапе - от подготовки проекта до сдачи объекта", - отметил губернатор.
It is specified that this presents an opportunity for municipalities to improve areas despite budget constraints. For instance, with a project cost reaching up to 5 million rubles, the local budget"s contribution might be as low as 100 thousand rubles.
